This paper offers a summary perspective on the issues surrounding Universal Service & Access Funds (USAFs), particularly in the context of broadband development initiatives. It seeks to clarify some of the key questions surrounding the appropriate role that USAFs can play, and the capacity building and collaborative support that most Funds require to perform effectively.
